    Two Crook County ranchers fell victim to the scams of a Kansas man who was sentenced for wire fraud last week in the U.S. District Court for the District of Montana. Jory Parks will serve five years of probation and has been ordered to pay back over $100,000 to his victims from a scheme in which he sold – but never delivered – large quantities of hay. “The victims’ desperation in this case was central to the success of Parks’ fraud scheme,” wrote Assistant U.S. Attorney Benjamin D.     Crook County Sheriff’s Office is reporting an increase in the number of scam reports in this area, which all appear linked by the caller claiming to be from the Publishers Clearing House (PCH). This is a known scam that the PCH itself has warned against. If you receive one of these calls, you can expect to be told that you have won a significant cash prize and then asked to send money to a specific place.     Both father and son in the cow defacement case have entered into plea agreements that would see their felony charges lowered to misdemeanors. Two ranchers are accused of using bleach to paint markings, including drawings of penises, on a total of 189 cows and six bulls belonging to their neighbor.     A Moorcroft man has been charged with strangulation after allegedly grabbing a victim by the neck during an argument. On November 10 at around noon, a Crook County Sheriff’s Office deputy was called to a domestic dispute in Moorcroft. The reporting party claimed that they had received a text message from a sibling stating that Jeffrey Dowling had strangled them and said he wanted them dead.     Almost 30 years ago, the body of a young woman was found near Colony. She had been shot multiple times. We know that she was found on June 25, 1996 in a culvert on Hwy 212, about 75 yards from the border. We know that she had been shot multiple times in the head and once in the mouth, and that she may have been sexually assaulted. We don’t know why she was there or who wanted her dead.     Preston James Castor of Sundance has been sentenced in federal court on charges of intent to distribute methamphetamine. Castor was sentenced by U.S. District Court Judge Kelly H. Rankin on October 4 in Cheyenne. His sentence was 46 months of imprisonment with three years of supervised release.     Amber Nehmer has been given a split sentence on a reduced charge of theft after allegedly taking money from the safe and a cash jar of a local bar.     A Washington man has been given a suspended sentence for a felony charge of possession of methamphetamine after he was pulled over on I-90 because his vehicle’s validation sticker was covered in tape.
