CROOK COUNTY LAND USE PLANNING & ZONING COMMISSION MINUTES AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

7:00 p.m. Present were Chairman, Morgan Ellsbury, Vice-Chairman, Randy Leinen, Member, Ralph Goodson (by phone), Member, Dustin Buckmiller, and Member, Mary Yemington. Guests in attendance were Steven Waliezer, Jeff & Ann Marie Mickle, Matthew Miniea, Callie Hilty, Jeremy Garoutte, and Joe Baron.

Vice-Chairman, Randy Leinen moved to adopt the agenda as presented; Member, Mary Yemington seconded, all ayes, motion carried.

Vice-Chairman, Randy Leinen moved to adopt the minutes from the regular meeting held January 8, 2024; Member, Dustin Buckmiller seconded, all ayes, motion carried.

Chairman, Morgan Ellsbury opened the hearing for the Inyan Kara Creek Minor Subdivision at 7:05 p.m. County Planning staff stated that the department’s review is complete and finds the application and plat fulfills the requirements of the subdivision regulation. Vice-Chairman, Randy Leinen asked the applicant Steven Waliezer about Lot 5 being used as commercial and residential; discussion was held. Vice-Chairman, Randy Leinen moved to move the application for the Inyan Kara Creek Subdivision forward to the Board of County Commissioners with the recommendation for approval, Member, Mary Yemington seconded, all ayes, motion carried. Chairman, Morgan Ellsbury closed the hearing at 7:30 p.m.

Chairman, Morgan Ellsbury opened the hearing for the Re-plat of Tracts 2 & 3 of the Reed Minor Subdivision at 7:30 p.m. by asking Callie Hilty, Surveyor to explain the subdivision application and plat. Discussion was held and Vice-Chairman, Randy Leinen moved to accept the Re-plat of the Reed Minor Subdivision, Member, Dustin Buckmiller seconded, all ayes, motion carried. Chairman, Morgan Ellsbury closed the hearing at 7:38 p.m.

Chairman, Morgan Ellsbury opened the hearing for the Re-plat of Lots 3 & 32, Block 2, Vista West No. 1 Subdivision at 7:50 p.m. by asking Callie Hilty, Surveyor to explain the subdivision application and plat. Member, Mary Yemington moved to recommend approval to the Board of County Commissioners, Member, Dustin Buckmiller seconded, all ayes, motion carried. Chairman, Morgan Ellsbury closed the hearing at 7:52 p.m.

Chairman, Morgan Ellsbury opened the hearing for the Re-plat of the Pleasant Pines Minor Subdivision at 8:10 p.m. by asking Callie Hilty, Surveyor to explain the subdivision application and plat. The landowners Daniel Fairbanks (by phone) and Matthew Miniea were also present to answer questions. Discussion was held and Vice-Chairman, Randy Leinen moved to send the Re-plat of the Pleasant Pines Minor Subdivision to the Board of County Commissioners with the recommendation for approval, Member, Mary Yemington seconded, all ayes, motion carried. Chairman, Morgan Ellsbury closed the hearing at 8:15 p.m.

The meeting adjourned at 8:16 p.m. to meet in regular session on Monday, April 8, 2024, at 7:00 p.m., in the Crook County Courthouse Jury Room in Sundance, Wyoming.
