The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Paul Brooks with Council Members, Callie Hilty, Randy Stevenson and Joe Wilson present. Brad Marchant was excused.

Approve Minutes of the City Council Regular Meeting of July 5, 2023, as published. Approve the July adjustment report. Approve the July Paid Invoice report. Approve the August Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser reported working on 3rd Street Waterline Project Design. Putting together the base map on the 3rd Street portion of the Project. Finding options for the Cleveland side of things where all of the water service lines can be reconnected so that the lines can be abandoned. Working with WYDOT to understand their requirements when we work on Cleveland Street.

Discussion on Ordinance 2, 2008 – Regulating Parking of RVs, Utility Trailers and School Buses. Three issues that the town is dealing with: 1. RVs being parked on the street 2. Parking RVs and living in them on their own property 3. Residents with their own homes but having RVs also parked on property with people living in them.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to have Mark Hughes draw up letters for anybody who is going against Ordinance 2, 2008 with campers living in the city streets and start working on revising or replacing Ordinance 2, 2008 to include having a yearly permit to have an RV on personal property; also specifies what fees are going to be associated with the services that they are receiving on that lot depending on how many campers are on that lot. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to table Doug Crisp’s variance on Ordinance 2, 2008 until we have a fee structure set up. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow Mayor Brooks to sign the agreement between the City of Sundance and Kids Prints. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion for Mayor Brooks to sign the agreement with Chris Ringer as the Municipal Judge for the City of Sundance. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve Alteration of Resolution 12, 2023 – Fire Department ARPA Grant Application. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to grant the additional service for Ryan Kaski from five to six. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the variance. COUNCIL MEMBER STEVENSON made a friendly amendment to allow the variance for a six foot fence to ten feet in front of the house. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion for Mayor Brooks to sign the agreement between the City of Sundance and Leo Riley & Co. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow Jessica Jones of The Dime to carry her balance forward to the End of Summer Bash Permit. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow Mark Hughes to change the Ordinance 8, 1986 to add a section that states that we not allow more than four dogs in a residential area. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to table the agreement between the City of Sundance and Crook County Veterinary Service until we hear back from them on their comments so we can get the document right the first time. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve Pokey’s BBQ and Smokehouse 24 Hour Daily Catering Permit from August 5-10, 2023. All Ayes, MOTION CARRIED.

Department Head Reports:

Sheriff Department reported 120 calls for the month. They reported several animal complaints, but they are all stemming from one owner.

Public Works Director, Mac Erickson reported that the lagoon is getting a new aerator and will install it tomorrow. Rapid City no longer accepting recycling cardboard. No market in this area. The cardboard in Rapid City is going into their landfill. $40/ton for cardboard, but $60/ton to freight.

Fire Chief Gari Gill reported that he has been working on the Fire Hall Addition grant with Kathy Lenz and Theresa Curren. Fred Devish will be the assessor for the Justification for the grant. Mr. Gill plans to visit the five electeds for the grant before approval. Have the new command vehicle up and running. Mr. Erickson and Mr. Gill plan to have an auction to sell equipment.

Jeremy Holt, Economic Development Board, reported that they spoke to the Crook County Commissioners and they have their approval to move forward. The Commissioners offered the services of Tim Lyons. The Commissioners said they would go past the one mile buffer. Getting feedback extending 21st Street. Found another grant that may work better. It is due in September.

Theresa Curren, Clerk Treasurer, reported that the credit card Amazon expenses were not done by any employees of the city, but that Amazon would not give us the name of the person. Public Officer Training will be held on August 23rd. Can be either virtual or in person. 2024 WAM Winter Workshop February 20-23, 2024. Working with Gari on ARPA grant for Fire Hall Addition. Started on F66 Audit. Last day the Pool is opened is August 11th.
