PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

9:00 o’clock a.m. Present for the special meeting were Chairman Kelly B. Dennis, Vice-Chairwoman Jeanne A. Whalen, Member Fred M. Devish and County Clerk Melissa Jones.

Fred moved for the chairman to sign a Cooperative Agreement Between the Wyoming Department of Transportation and the Crook County Board of County Commissioners Federal Project HI-BFP CN18065 Bridge Over Donkey Creek. Jeanne seconded, all ayes, motion carried.

Jeanne moved to meet as the Board of Equalization at 9:02 a.m. Fred seconded, all ayes, motion carried.

Back into regular session at 9:08 a.m.

Jeanne moved to approve for Dru Consulting to send a copy of the Crook County Draft MOU to the Forest Service. Fred seconded, all ayes, motion carried.

Present for the deliberation and consideration of the Crook County Large Acreage Subdivision Regulation were Joe Baron, County Attorney, Tim Lyons, Crook County Planning Administrator, Dan Thomas, Field Deputy and Tracey Jundt, Deputy, Crook County Assessor, Morgan Ellsbury, Crook County Road & Bridge Superintendent, Jeremy Holt, Callie Hilty, Amanda Branby, Pat Donahue, Sophie Schwebke, Lee Hauber, Jackie Wyatt, Jeanne Wyatt, Stacy Schelldorf, Kathi Driskill, Ada Westover, Steve Brazas, Jeb Huhges, Bob Latham, Jeff Waliezer, Bridget Helms, CCNRD, Randy Leinen, CCLUP&Z, Gary Davis, Sarah Pridgeon and Shannon LePlaunt.

Board recessed at 10:30 o’clock a.m.

Back into session at 11:03 o’clock a.m.

Jeanne moved to sign a letter to the State of Wyoming Game & Fish Commission on Predator Management within municipalities. Fred seconded, all ayes, motion carried.

Present for additional deliberation on the Crook County Large Acreage Subdivision Regulations were Joe Baron, County Attorney, Tim Lyons, County Planning Administrator, Randy Leinen, CCLUP&Z, Callie Hilty, Jeremy Holt, Stacy Schelldorf, Kathi Driskill, Bob Latham and Jeff Waliezer.

Fred moved to approve the following resolution:

RESOLUTION NO. 2022-22

THE ADOPTION OF THE CROOK COUNTY

LARGE ACREAGE SUBDIVISION REGULATION

WHEREAS, the Board of County Commissioners in and for Crook County, Wyoming find that Crook County, Wyoming is experiencing a significant increase in lands being developed in Large Acreage Developments; and

WHEREAS, the Board is charged under State law with promoting the health, safety, morals, convenience, order, prosperity and general welfare of the present and future inhabitants of Crook County, Wyoming pursuant to W. S. §18-5-201; and the regulation and control of the subdivision of land in the unincorporated areas of Crook County pursuant to W. S. §18-5-301 et. Seq., W. S. §34-12-101 et. Seq., and W. S. §16-3-101 et. Seq., as amended; and

WHEREAS, the Board of County Commissioners in and for Crook County, Wyoming find it necessary to adopt the Crook County Large Acreage Subdivision Regulation in accordance with the Wyoming State Statutes, Section 18-5-316 through 18-5-318, and Sections 34-12-101 through 34-12-115, and Sections 16-3-101 through 16-3-115, as amended; and

WHEREAS notice of a public hearing on the proposed regulation was advertised in the Moorcroft Leader, Sundance Times and Wyoming Pioneer and the Crook County website at least 45 days before the hearing and all comments heard were taken into consideration;

THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS IN AND FOR CROOK COUNTY, WYOMING, that the “Crook County Large Acreage Subdivision Regulation” is approved and adopted effective December 1, 2022.

Motion made, seconded and carried in an open meeting on September 14, 2022.

Jeanne seconded, all ayes, motion carried.

Jeanne moved to amend the resolution to include the County Clerk can use the Board’s signature stamps on the regulation, if necessary, once the Planning Administrator has had a chance to verify pages listed on the Table of Contents. Fred seconded, all ayes, motion carried.

The meeting adjourned at 11:27 o’clock a.m. to meet in regular session on October 4 & 5, 2022 at 8:30 o’clock a.m., in the Commissioner Room at the Courthouse in Sundance, Wyoming.
