The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members Joe Wilson, Callie Hilty, Bradley Marchant and Randy Stevenson present.

Approve Minutes of the City Council Regular Meeting of April 5, 2022, as published. Approve the April adjustment report. Approve the April Paid Invoice report. Approve the May Unpaid Invoice Report. Approve Catering Permit-Turf Bar-Ducks Unlimited, April 9, 2022. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser updated the council on the Sundance Kid Tank project. Ms. Greaser reported the work has begun on the foundation.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve change order No. 5 with Trihydro for a timeline extension to July 15, 2022, on the Sundance Kid Tank Project. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve change order No. 2 with Trihydro in the amount of $ 11,219.00 for engineering services through July 15, 2022, on the Sundance Kid Tank Project. All ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve ORDINANCE 1, 2022-AN ORDINANCE AUTHORIZING THE CONTINUATION OF THE 1% EXCISE TAX PURSUANT TO WYOMING STATUTE 39-15-204(a)(I), - THIRD AND FINAL READING. All ayes, MOTION CARRIED.

City Engineer Karla Greaser reported that Trihydro has been working on the North Booster improvement plans. An application to DEQ will be made for equipment upgrades.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve ORDINANCE 2, 2022-AN ORDINANCE APPROPRIATING MONEY FOR THE 12 MONTH PERIOD BEGINNING JULY 1, 2022 AND ENDING JUNE 30, 2023-SECOND READING. All ayes. MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve ORDINANCE 3, 2022- AN ORDINANCE REGULATING THE DRILLING OF AND MAINTENANCE OF WATER WELLS WITHIN THE SUNDANCE CITY LIMITS, SEVERABILITY AND PROVIDING FOR AND EFFECTIVE DATE. All ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow the Mayor to sign a contract with Municode for codification of City Ordinances. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve a Catering Permit for the Old Stoney Art Auction by Longhorn Saloon & Grill. All ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve a Catering Permit for a wedding at the fairgrounds by The Dime Horseshoe Bar. All ayes, MOTION CARRIED.

Mayor Brooks called a public hearing at 7:15 p.m. for renewal of liquor license applications. No Comments were heard public hearing closed at 7:20 p.m.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve the annual service agreements between the City of Sundance and Crook County Family Violence and Sexual Services, Inc., and Weston County Children’s Center/Region III Development Services. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the Mayor to sign RESOLUTION NO. 4, 2022. A RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION TO THE STATE LOAN AND INVESTMENT BOARD FOR A LOAN THROUGH THE STATE REVOLVING FUND ON BEHALF OF THE GOVERNING BODY FOR THE CITY OF SUNDANCE FOR THE PURPOSE OF REPAIRING THE NORTH ZONE TRANSMISSION MAIN, In the amount of $754,500. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a FRIENDLY AMMENDMENT to RESOLUTION NO. 4, 2022 to include the costs of replacement of the culvert on 3rd Street. All ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow the Mayor to sign contracts with Trihydro and WCC for pre-design of ARPA projects. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to direct City Attorney to write a Nuisance letter to account #1132.2. All ayes, MOTION CARRIED.

Discussion was held regarding future man camps setting up services in the City of Sundance. Mayor Brooks asked City Engineer Karl Greaser if she would research regulations and present her findings to the City Council at next month’s meeting.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow the Mayor to sign a contract between the City of Sundance and CW Waste for garbage services. All ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to allow the Mayor to sign the yearly agreement between the City of Sundance and KID PRINTS INC. All ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve a grant application for restoration of the Pickleball and Basketball Courts. All ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to accept the April 25, 2022, land use minutes as presented with the exception of items A and C. All Ayes, MOTION CARRIED.

Discussion was held.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to deny Land Use item A. All ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve Land Use item C as long as requirements are met. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to appoint Terry Everard and Randy Ludeman to the recreation board. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve support of the Crook County Natural Resource District for the E-Recycling program in the amount of $2000.00. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow a Bike Wash to be held in front of the Dime Horseshoe Bar on Saturdays in the months of June, July and August. All Ayes, MOTION CARRIED.
