The Town Council met this day in regular session at 7:00 p.m. with Acting Mayor Brad Marchant presiding.

Approve Minutes of the City Council Regular Meeting of February 1, 2022, as published. Approve the February adjustment report. Approve the February Paid Invoice report. Approve the March Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser updated the council on the Sundance Kid Tank project. Ms. Greaser went over Change Order # 4, which is the installation of a gate valve at the pump station.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve Change Order #4 with Hot Iron Inc. for the Sundance Kid Tank Project in the amount of $905.00. All Ayes, MOTION CARRIED.

Clerk Treasurer Kathy Lenz presented the city council with the bids that were received for the horse pastures. Two bids were submitted for Pasture #1 Green Mountain Cemetery pasture. Jay Cooper submitted a bid of $650.00. John Costello submitted a bid of $426.00.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the high bid of $650 for pasture #1 from Jay Cooper. All Ayes, MOTION CARRIED.

Discussion was held.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow the second bidder to choose from the remaining available horse pasture. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve a catering permit for a wedding by the Longhorn Saloon & Grill at the Crook County Fairgrounds Multi-Purpose Building. All Ayes, MOTION CARRIED.

Fire Chief Gari Gill presented to the council an engineering design from Interstate Engineering for expansion of the existing city fire hall on Cleveland St. Mr. Gill explained that there is money coming available for first responders which will be applied for. Projects need an engineered estimate of cost before you can apply for the grant.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow the Mayor to sign the cost proposal of $8000.00 for structural design from Interstate Engineering. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve ORDINANCE 1, 2022-AN ORDINANCE AUTHORIZING THE CONTINUATION OF THE 1% EXCISE TAX PURSUANT TO WYOMING STATUTE 39-15-204(a)(I), - FIRST READING. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow the Mayor to sign a lease agreement with the Crook County Medical Services District for rent in the amount of $425.00 per month for a portion of the City Fire Department building. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to accept the February 22, 2022, land use minutes as presented. All Ayes, MOTION CARRIED.

Department Head Reports:

Crook County Sheriff Jeff Hodge reported 109 calls for the month. Mr. Hodge says he is pleased with how things are going. The council echoed they were also pleased.

Public Works Director Mac Erickson reported that he and City Engineer Karla Greaser from Trihydro are working on a project list. Trihydro will be working up some cost estimates.

Mr. Erickson will do research on the recent question of garbage disposal costs.

City Fire Chief Gari Gill thanked the council for the support on the expansion of the Fire Hall. Mr. Gill reported five volunteer firemen are near completion of fire fighter one status. The Sundance Fire Department will be cross training with the Moorcroft Fire Department.

Mr. Gill announced April 30th will be the annual chili feed and fundraiser. A recent VFA grant was received and has been used to upgrade outdated gear for the volunteers.

Clerk Treasurer Kathy Lenz said she had been contacted by the Sundance Senior Citizens for ideas on a location to put a community garden. Ms. Lenz asked the council to let her know of possibilities to check into.

Ms. Lenz stated the Economic Development group has discussed the need for a capital improvement plan.

Ms. Lenz is doing research and looking into what that entails. Public Works Director Mac Erickson and Ms. Lenz would like to incorporate the City’s infrastructure needs into the plan moving forward.

Ms. Lenz reported that Mr. Erickson and she are working with Crook County School District on a project that would resurface the basketball and tennis courts and add a fence for activities during school.

Ms. Lenz stated next month she will have information on text notification and ordinance codification for the council’s consideration.

City Attorney stated to the Mayor and Council that he has received public comment on costs of garbage and recycling.

Councilmen Joe Wilson reported the WAM Conference went well. The NEWY Meetings are looking at moving around the region instead of only having them in Gillette. Mr. Wilson will also do research into other options for garbage transfer locations.
