Fred moved to approve the minutes from February 1, 2 & 10, 2022. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve the following resolution:

RESOLUTION NO. 2022-8

FISCAL YEAR 2022 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2022 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.

• $98,126.00 to Federal Grants-COVID 19 Vaccination Outreach-from Unanticipated Revenues

Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on April 5, 2022 at 8:30 o’clock a.m. to consider such proposed resolutions:

• $74,472.49 to the Road & Bridge budget-Bridger Pipeline line-from Unanticipated Revenues

Fred moved to approve a Change Order between HDR Engineering, Inc. and Crook County to accept the updated 2022 billing rates. Jeanne seconded, all ayes, motion carried.

Fred moved to approve a Grant Agreement Between the State of Wyoming, Office of State Lands and Investment, Forestry Division and Crook County Volunteer Fire Department for the VFA grant for $7,500 with a 50/50 match. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve a Final Acceptance Certificate for the CMAQ grant. Fred seconded, all ayes, motion carried.

Fred moved to approve a Modification of Grant or Agreement between the Forest Service and the Sheriff’s Office for $4,300.00. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve the Wyoming Department of Transportation Final Reconnaissance Report for Project CN18064 Bridge Over Inyan Kara Creek ML56291 (County Road 93) Crook County. Fred seconded, all ayes, motion carried.

RESOLUTION NO. 2022-9

A RESOLUTION OPPOSING THE NORTHERN ROCKIES ECOSYSTEM

PROTECTION ACT (HR 1755)

WHEREAS, HR 1755 would designate substantial additional acreage to the national wilderness system in the Greater Yellowstone Ecosystem, regardless of their unsuitability and failure to meet the wilderness criteria outlined in the 1964 Wilderness Act; and

WHEREAS, this additional wilderness would include: An additional 339,000 acres in the Washakie Wilderness administered by the Shoshone National Forest or the Bureau of Land Management,

An additional 29,000 acres added to the Fitzpatrick Wilderness of which 14,000 acres is administered by the Shoshone National Forest or the Bureau of Land Management, as well as an additional 15,000 acres in the Bench Mark/Warm Springs area administered by the Shoshone National Forest,

An additional 24,000 acres added to the Teton Wilderness administered by the Bridger Teton National Forest,

An additional 312,000 acres added to the Gros Ventre Wilderness administered by the Bridger Teton National Forest,

An additional 230,000 acres added to the Bridger Wilderness administered by the Bridger Teton National Forest or the Bureau of Land Management (Scab Creek),

An additional 60,000 acres added to the Popo Agie Wilderness administered by the Shoshone National Forest or the Bureau of Land Management,

An additional 203,000 acres added to the Cloud Peak Wilderness administered by the Big Horn National Forest,

Additional new wilderness areas as follows: Monument Ridge Wilderness, 18,000 acres; Munger Mountain Wilderness, 10,000 acres; Little Sheep Mountain Wilderness, 14,000 acres; Mt. WHEREAS, additional wilderness designations will further restrict federal agencies from managing public lands and forests to reduce the risk of catastrophic wildfire, threatening the safety and welfare of Wyoming communities; and,

WHEREAS, the continuation of all multiple use activities, including motorized recreation, outfitting, grazing, timber harvest activities, and energy development is crucial to the long-term economic diversity of all Wyoming Counties and the State of Wyoming;

NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners, Crook County, Wyoming is adamantly opposed to the Northern Rockies Ecosystem Protection Act (HR 1755) and hereby, respectfully requests that members of the U.S. Congress oppose this legislation.

Jeff Hodge, County Sheriff, Tammy Jundt, County Treasurer, Joseph Baron, County Attorney, Tina Wood, Clerk of District Court and Theresa Curren, County Assessor were present to go over items of interest within their departments.

Linda Fritz, County Clerk: Took over 100 books to State Archives for storage-all had been digitized here before we took them, office made 305 titles, recorded 381 documents, Melissa and Linda went to Cheyenne to legislative meetings-watching bills of interest, particularly on election law changes.

Jeff Hodge, County Sheriff: The Flex system is 90% up, went to legislative meetings in Cheyenne, discussed the SAPA bills, still short one dispatcher.

Tammy Jundt, County Treasurer: Total receipts were $1,701,156.43 and disbursements to the county, county boards, towns and schools were $931,988.14. In February we did 5,700 transactions. We were very busy at the counter and a lot of mail for motor vehicle renewals. I am working with Sundance State Bank on setting us up to do a direct ACH to WYDOT for our motor vehicle transmittal. Worked with the techs from Tyler Technologies some in regards to updating on how to use our programs to their full potential. Brenda is working on digitizing the cash book ledgers. She is currently on the early 1900’s.

Joe Baron, County Attorney; Joe: New Cases: 77 Closed Cases: 90 Current Case Load: 136 In Court: 19

Lynda: New Cases: 42 Closed Cases: 44 Current Case Load: 91 In Court: 37 We continue to hold court in person and by Video Conference with TEAMS, and both review multiple law enforcement investigations and cases. We are still trying to get our case management software set up in the office. Joe dealt with County civil matters including the telephone bill and courthouse internet issues, Compensation Plan documents, reviewed sales tax and lodging tax resolution matters, Title 25 Agreement with WBI, reviewed several liability claims against the county covered by LGLP, reviewed BLM and Forest Service Land Use Planning documents. Reviewed the following Subdivision: Lofty Ridge Subdivision. Worked on bond reviews, legal advice for elected officials and concerning duties. County Road matters--- Review FRTA Easements from Forest Service, researched Inyan Kara Creek Bridge on County Road No. 93 plans. Public Road matters--- Worked on alteration of South Mountain Road and vacation of a portion of South Mountain Road. Special district matters ---Advised Assessor and Clerk, about mapping and Aladdin Water District election issues. Legislature --- Managing State Budget Item 160 through the legislative process. This is the budget that reimburses counties for a portion of the County Attorney salaries. Was able to get it increased 10% back to prior appropriation and will cover any shortfalls for FY 2022

Tina Wood, Clerk of District Court: It’s been a busy couple of months. In late December Julie had surgery so was in the office by myself for about 3 weeks. February 2nd we were to have a jury trial and unfortunately I came down with Covid again so I had the Clerk of Court from Gillette come down to assist but due to Covid in the parties to the case it got postponed. I thank the Clerks in Gillette and Newcastle for assisting us when we need help.  I have been working on the salary committee getting the job descriptions together. Still need a few.  I attended the clerk of courts meeting in Cheyenne Feb. 15-18th.  I had a couple of Child Support Authority meetings.

Theresa Curren, County Assessor: Personal Property Business Equipment deadline is March 1, 2022.  Working on invalidating accounts that reach the $2,400 or less in fair market value of business property that is exempt for 2022.  Interviewing for field appraiser position this week.  All ownership and splits finished for tax year 2022.  All changes and new construction entered for tax year 2022.  Theresa working on market analysis on all sales in the county so that Notices of Assessment can be mailed.  Received compliance letter from the Department of Revenue for all entities in the county that can ask for a mill.  Discussed bills that will potentially be passed this year at legislature.

County Commissioners: Jeanne: Worked on broadband, fed volunteers at the annual fire meeting, went to Gillette to attend the NE Wyoming outdoor recreation meeting. Fred: Attended legislative meetings in Cheyenne, gave a synopsis of the bills/issues addressed at the meeting, had conversations with staff. Kelly: Worked some special districts, traveled county roads, helped with the fire meeting meal, responding to emails on the nuclear/uranium issues.

Present for the hearing on the proposed socio-economic plan were Joe Baron, Ed Robinson, Sarah Pridgeon (via Teams), Rachel Powers & Connie McCune, DJ & A, LLC (via Teams). With no objections being received, Fred moved to approve and adopt the Socioeconomic Supplement for Crook County, Wyoming. Jeanne seconded, all ayes, motion carried.

Doug Leis, County Fire Warden, gave a monthly report. Ed Robinson, Homeland Security County Coordinator, gave a monthly report.

Joe Baron discussed the Wildland Fire Management Annual Operating Plan and his concerns that there is no cap on the County’s liability for costs. After discussion, Jeanne moved to sign a letter of comment regarding Joe’s concerns that Doug Leis will present when he meets with the Forest Service on the MOU. Fred seconded, all ayes, motion carried.

Tom Overstreet, Pro River Technology gave a monthly update. Present were Jeff Hodge, Theresa Curren, Joe Baron

and Tina Wood.

Lily Griego, Regional Director, and Dylan Kintish, Regional Outreach Specialist, US Department of Health & Human Services appeared via Teams to introduce themselves and update the Board as to the services they offer.

Preston Beckstead, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor, continued their monthly reports.

Sheila Burgraff and Janice Hell, Aladdin Homemakers expressed some concerns with the bridge on the walk path at the Aladdin Park and requested maintenance. Larry will look at the bridge. They also requested permission to refinish the floor and paint inside. The Board gave their permission.

Theresa Curren, County Assessor, presented the following tax refund: 2022-0061. Jeanne moved to approve the tax refund as presented. Fred seconded, all ayes, motion carried.

Cindy Stephenson and Kristin Bernatow, WEBT, presented the annual renewal policy for employee health, dental, vision and life insurance.

Present for the salary matrix discussion were Tina Wood, Melissa Jones, Joe Baron, Jeff Hodge, Morgan Ellsbury, Tammy Jundt, Tim Lyons, Todd Leimser and Theresa Curren.

Present for the final hearing on Lofty Ridge Estates Subdivision were Dan Swaney, Tim Lyons, Cody Galloway, Heath Turbiville and Joe Baron. After discussion, Fred moved to approve the Order Approving Major Subdivision, Final Plat of Lofty Ridge Estates, Declaration of Covenants, Conditions and Restrictions for Lofty Ridge Estates, Disclosure Statement for Lofty Ridge Estates Crook County, Wyoming and the Road Use and Maintenance Agreement. Jeanne seconded, all ayes, motion carried.

Present for the presentation of the FY20-21 County audit were Paul Stille, County Auditor, Jeff Hodge, Melissa Jones, Tina Wood, Tammy Jundt, Jill Mackey and Joe Baron (via Teams). Paul presented and explained the audit. A couple of questions were presented that may require corrections. Jeanne moved to approve the Representation Letter from the County to the Auditor. Fred seconded, all ayes, motion carried.

Joe Baron, County Attorney and Jeff Hodge, County Sheriff discussed Title 25 expenses. Fred moved to approve the Letter of Agreement for Costs of Treatment During Involuntary Hospitalization Proceedings. Jeanne seconded, all ayes, motion carried.

Rally Licenses: On May 4, 2022 at 2:00 o’clock p.m. in the Commissioner’s Room at the Courthouse in Sundance, Wyoming, the Board of Crook County Commissioners will be accepting requests for Twenty-Four Hour Special Malt Beverage Permits and Twenty-Four Hour Special Catering Permits for biker rally week. Applications may be obtained from the Crook County Clerk’s Office. The application and fees must be returned to the Crook County Clerk by or before April 27, 2022 at 5:00 o’clock p.m.

Commissioner Scholarships: The Board of County Commissioners awards three scholarships of $1,000.00 each to 3 recipients each year. There is also one Renewal scholarship, in the amount of $1,000.00, available to a current college student who has received a prior Commissioner scholarship. Newspaper Bids: The Board of Crook County Commissioners is requesting bids for the official county newspaper for a three-year term, starting July 1, 2022. All bids must be submitted to the Crook County Clerk, P.O. Box 37, Sundance, WY 82729, by or before May 13, 2022 at 5:00 o’clock p.m.

Auditor Bids: The Board of Crook County Commissioners is requesting bids for county auditor for fiscal years 2022, 2023 and 2024. All bids must be submitted to the Crook County Clerk, P.O. Box 37, Sundance, WY 82729, by or before May 13, 2022 at 5:00 o’clock p.m.
