The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members, Brad Marchant, Callie Hilty, Joe Wilson present and Randy Stevenson absent.

Approve Minutes of the City Council Regular Meeting of November 2, 2021 as published. Approve the November adjustment report. Approve the November Paid Invoice report. Approve the December Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser reported on the Sundance Kid Tank Project. MS Greaser explained change order # 3. This was replacement of the existing PRV valve and flowmeter.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve Change Order No. 3 for Hot Iron Inc. for $13,938.25. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve Change Order No. 1 for Trihydro to extend time for consulting services on the Sundance Kid Tank Project to September 1, 2022. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve ORDINANCE 10, 2021- AN ORDINANCE AMENDING SECTION 4 (FRANCHISE FEE) OF ORDINANCE 8, 2021; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH; SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE-THIRD AND FINAL READING. All Ayes, MOTION CARRIED.

Clerk Treasurer Kathy Lenz gave the council a report prepared by contractor Nick Kaminski, on the deer harvest. All 25 deer were harvested and Mr. Kaminski recommended next year’s number be increased to 50 deer. Mayor Brooks stated that number is approved by the Wyoming Game & Fish and the City will work with that office to determine what number is suitable.

Clerk Treasurer Kathy Lenz reported the Downtown Redevelopment group has conducted interviews and will have a final meeting on Monday. She will update the council after the report is finalized.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to table the Sundance View Estates zone change to the January 4, 2021 City Council Meeting. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve a Catering Permit for the Turf Bar on December 10, 2021 at the Fairgrounds Multi-purpose building. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve RESOLUTION NO. 10, 2021. SUPPORT OF THE SUNDANCE VOLUNTEER FIRE DEPARTMENT’S APPLICATION FOR GRANT FUNDING FROM THE WYOMING STATE FORESTRY DIVISION. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the Holidays for City of Sundance for the year 2022. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the utility rate increase of 4% effective January 1, 2022. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the November 29, 2021 Land Use Committee Meeting minutes pulling item C. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve William and Carolyn Fowler’s letter of request to start the process of a zone change for property in the Industrial Subdivision. Lot 3-A2. All Ayes, MOTION CARRIED.

Discussion was held regarding property in Tenke Trailer Park.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow an individual tap inside the mobile home park for water and sewer. All Ayes, MOTION CARRIED.

Discussion was held on property owned by Justin Wood regarding water and sewer hook ups. No action was taken.

Department Head Reports:

Sheriff Department reported 125 calls for the month.

Fire Department reported new lights are being installed in the fire hall. Buck Bock, owner of Sundance Electric is donating the labor costs to the department.
