CROOK COUNTY SCHOOL DISTRICT #1

CALL TO

ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Moorcroft, WY, Monday, March 15, 2021, at the hour of 6:00 PM at the Moorcroft High School.

ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Marlene Edwards, Thayne Gray, Dave Jagemann, Ken Rathbun, Heith Waddell, Chase Williams, and Shane Wolf. Trustee absent: Rick Gill. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Robert Wiegel, Jr, Hulett School Principal; Teresa Brown, Moorcroft K8 Principal; Kirby Baier, Moorcroft High School Principal; Brian Hartwig, Sundance Elementary Principal; and Jim O’Connor, Sundance Secondary Principal.

APPROVAL of

MINUTES Motion was made by Trustee Gray and seconded by Trustee Edwards to approve the minutes of the last regular meeting and the minutes of the special February 24, 2021, meeting. Motion carried.

ADOPTION of

AGENDA Motion was made by Trustee Rathbun and seconded by Trustee Jagemann to adopt the agenda. Motion carried.

VISITORS Judy McCullough, Crook County resident, addressed board members to express her support of Nick Edelman as Hulett School ag teacher.

Nick Edelman, Hulett School ag teacher, addressed board members to state that he owned his mistakes, and he feels it is an unfair decision to not rehire him in 2021-2022. He gave board members an appeal signed by Hulett School students.

FINANCIAL Motion was made by Trustee Rathbun and seconded by Trustee Williams to approve the financial reports. Motion carried.

BOCES Trustee Edwards attended the last meeting via Zoom; she offered to email the BOCES minutes to any CCSD#1 board member who would like to read them.

SUPERINTENDENT Mark Broderson, Superintendent, informed board members that:

o CCSD#1 received a 97.92% rating in its summary of evidence review from the Wyoming Department of Education; a rating a 80% or above receives annual accreditation status for a school district. The gifted/talented program was the single low mark and can be remedied with documentation for the next review.

o He included a summary of 2021 House Bill 173 in the board notebooks, as well as a listing of each school district and the dollar amount it could negatively impact each.

o The search for a 2021-2022 MK8 principal is proceeding; seven individuals, out of 25 applications received, are in the process of being interviewed.

o He would like to move the JH students (7th & 8th grades) from Moorcroft K8 to Moorcroft High School. He feels the pros are: balance the buildings and workloads; smaller class sizes in the secondary; staffing collaboration with content specialists; better age appropriate student interactions; and extra-curricular participation. He has spoken to staff in both buildings; reactions are mainly positive. With the board’s approval, he would like to meet with Moorcroft parents this week or next to gather input. Board members nodded their assent.

o FYI – it could be brought to your attention that the Sublette #1 (Pinedale) school board passed a motion to eliminate school Smart Start Plans and follow the minimum state public health orders. This removed the mask mandate at Sublette #1 schools.

o The Jackalope Jump is Saturday, March 27; is there a board member who would volunteer to jump if $800 is raised?!

o Normative Services Academy (NSI) in Sheridan closed its doors last week. Randy Gill made two trips to NSI and purchased $37,000 worth of brand new sports equipment for $8700. Items purchased include a wrestling mat, travel bags, pole vault standards and poles, hurdles, football blocking dummies, shoulder pads, and field marking paint and striper. These items will be shared among the three CCSD#1 high schools sports programs.

EXECUTIVE

SESSION Motion was made by Trustee Williams and seconded by Trustee Wolf to go into executive session at 6:19 PM to discuss personnel issues. Motion carried. The session ended at 6:41 PM.

REGULAR

SESSION Chairman Marchant called the meeting back into regular session at 6:44 PM.

CONSENT

AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda.

Motion was made by Trustee Edwards and seconded by Trustee Rathbun to approve the Consent Agenda.

To approve the bill listing and to issue warrants in payment thereof.

To appoint Pamela Garman to the Employment Injury Liability & Compensation Program Joint Power Board for a three three-year term: July 1, 2019 through June 30, 2022.

To approve immediate resignations:

2. Sally Lewis – Moorcroft K8 Part-Time Lunch Aide

To approve resignations at the end of the 2020-2021 school year:

Motion carried.

CERTIFIED Chairman Marchant declared a conflict of interest, turned the meeting over to Clerk Trustee Gray, left the room, and abstained from discussion or vote. Trustee Williams declared a conflict of interest, left the room, and abstained from discussion or vote.

As recommended by the superintendent, building principals, and special education director, motion was made by Trustee Waddell and seconded by Trustee Rathbun to approve certified hiring for 2021-2022:

EXTENDED LEAVE

REQUEST As recommended by the superintendent, motion was made by Trustee Williams and seconded by Trustee Wolf to approve the request of Savannah Knapp, Moorcroft K8 special education para, for a six-month extended leave of absence (August 2021 through December 2021) to complete her student teaching. Questions were asked and answered; discussion was held. Motion carried.

STIPENDS As recommended by the superintendent, motion was made by Trustee Rathbun and seconded by Trustee Jagemann to approve early resignation/retirement stipends:

DISCUSSION Mr. Broderson informed board members he plans to work on a policy regarding requests to honor individuals by naming a CCSD#1 football field or auditorium after them.

Discussion was held about the EWC concurrent education program.

o Trustee Gray expressed his doubts that the concurrent education program provides value to CCSD#1 students. He also questioned the rigor of its curriculum.

o Trustee Rathbun, previously a member of the State Board of Education, informed board members that “Past study presented to the State Board of Education indicated that a larger than expected percentage of students entering the University of Wyoming with concurrent credits from their high school experience tended to be under-prepared for the next level curriculum classes at the university. This was not directed at any particular school districts in the state.”

o Trustee Williams (Moorcroft HS graduate) and Trustee Wolf (Hulett HS graduate) expressed positive opinions of its value to them while they were in Crook County high schools. Both continued their education at the University of Wyoming.

o A question was asked about the financial cost to CCSD#1. Pamela Garman informed board members that the school district budgets $25,000 each year to cover additional expenses incurred.
