BOARD of TRUSTEES

CROOK COUNTY SCHOOL DISTRICT #1

CALL TO

ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Sundance, WY, Monday, September 21, 2020, at the hour of 6:00 PM at central office.

ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Marlene Edwards, Rick Gill, Thayne Gray, Keith Haiar, Dena Mills, and Ken Rathbun. Trustees absent – Heith Waddell and Chase Williams. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Robert Wiegel, Hulett Principal; Kirby Baier, Moorcroft High School Principal; Brian Hartwig, Sundance Elementary Principal; and Jim O ‘Connor, Sundance Jr/Sr High School Principal.

APPROVAL of

MINUTES Motion was made by Trustee Gray and seconded by Trustee Gill to approve the minutes of the last regular meeting. Motion carried.

ADOPTION of

AGENDA Motion was made by Trustee Edwards and seconded by Trustee Mills to adopt the agenda. Motion carried.

VISITORS Brian Neiman, Hulett parent, addressed the board with concerns about his child wearing a facemask. He asked specific questions about procedures and protocol when staff members deal with his son. Diana Wood and Wade Wood, Hulett parents, gave their time to speak as visitors to Brian Neiman. Chairman Marchant thanked Mr. Neiman for speaking to the board; he informed Mr. Neiman that Supt. Broderson would communicate with him to answer his questions.

FINANCIAL Motion was made by Trustee Gray and seconded by Trustee Haiar to approve the financial reports. Trustee Gray asked if general fund money has been used to cover increased costs due to COVID-19 precautions; Mrs. Garman answered no. Extra cleaning supplies ordered have been funded through the CARES Act. Motion carried.

BOCES/BOCHES Trustee Edwards informed board members the August 27 meeting was a Zoom meeting. She asked board members to contact her if they want an emailed copy of the minutes.

SUPERINTENDENT Mr. Broderson reported:

o The school district has six COVID-19 positive cases - three staff and three students. Crook County public health coordinates with CCSD#1 to notify individuals of guidelines in risk assessment.

o Every CCSD#1 student is being provided the opportunity to eat breakfast and lunch free through December 31. When lunch staff was notified of this federal program, they said it was worth all the extra work. Thank you cooks and lunchroom helpers!!

o Moorcroft homecoming was scheduled for last week; due to staff and student quarantines, it has been moved to the week of October 5.

o Shone Gray, Moorcroft school nurse, received a Wyoming Department of Health Certificate of Recognition, for going above and beyond last spring, to make a difference during the shutdown! Congratulations and thank you, Shone!

o Bonnie Ehresmann, Moorcroft head cook, received a Food Service Certificate of Recognition from Wyoming’s first lady for going above and beyond last spring to make a difference. Congratulations and thank you, Bonnie!

o Randy Gill and Brian Marchant attended the School Facilities Commission meeting last week via Zoom where funding was approved to purchase the property in Sundance adjacent to the secondary school; it will be used for outdoor classroom activities.

o Randy Gill applied for and received a K-12 School Lighting Only grant of $15,356; the funds will be used to cover the costs of converting Sundance Secondary School lights from neon to LED. Next year he plans to apply for funding to do the same at Moorcroft High School.

o Moorcroft and Sundance hold the top two state rankings in 2A volleyball.

o The Greater Hulett Community Center have asked CCSD#1 to extend its agreement to allow alcohol to be served at the Spring Turkey Shoot; the event was cancelled this year due to COVID-19. It will be on the October agenda for approval.

o The Sundance High School girls’ golf team won the state tournament for the second year in a row; congratulations to the golfers!

o Michelle Davis, Moorcroft K8 Title 1 Reading teacher, will be recognized on Tuesday, September 22, at the WDE Educational Summit as a state finalist for WY Teacher of the Year; the winner will be announced at 2 PM. Mrs. Davis will be recognized in her building on Friday, September 25, at 8 AM. Kudos!!

o A letter from Travis Santistevan, MHS industrial arts teacher, is included in the board notebook; he would like to purchase a planer using CTE enhancement funds.

EXECUTIVE

SESSION None.

CONSENT

AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda.

Motion was made by Trustee Rathbun and seconded by Trustee Mills to approve the Consent Agenda.

To approve the bill listing and to issue warrants in payment thereof.

To approve a 2020-2021 counseling services agreement with Atlas Therapy LLC.

EASEMENTS Motion was made by Trustee Gill and seconded by Trustee Haiar to approve the two easements with the City of Sundance as presented at tonight’s meeting. The easements are to the bike path and the walking path by Sundance High School. Motion carried.

LAND PURCHASE As recommended by the superintendent, motion was made by Trustee Mills and seconded by Trustee Rathbun to approve the purchase agreement for land adjacent to Sundance High School and authorize the superintendent to execute the closing documents to complete this purchase. Motion carried.

ADD CUSTODIAL

POSITIONS As recommended by the superintendent, motion was made by Trustee Gray and seconded by Trustee Haiar to approve adding part-time custodial positions at the schools. An extra person is needed for additional cleaning in the middle of the day to disinfect high touch areas. Moorcroft K8 and MHS need help immediately; Sundance and Hulett would like to hire another person when or if necessary. These positions are meant to be temporary and to end when the pandemic does. Motion carried.

RECOGNITION Crook County School board members want to recognize the following for their performance or accomplishments:

o Thank you, nurses, you have a full plate of duties during these unprecedented times!

o Thank you to all educational staff members, in general, for shouldering the extra duties associated with the pandemic.

o Thank you, parents!! You do the initial health screening for your children; we appreciate your cooperation!

DISCUSSION Janell Willems, Technology Coordinator, said the Chromebooks order is expected to arrive at the end of this month. Chairman Marchant said a Hulett HS student told him that the average time he wears a mask at school has been 11 minutes a day. Supt. Broderson said 300 desk shields have been ordered and received for students; more are in transit. Installation of the desk shields will reduce the time students need to wear masks. Chairman Marchant thanked tonight’s visitors for coming to the meeting. He said nobody likes to wear a mask, himself included. The goal is to keep everyone healthy so our schools remain open.
