The Town Council met this day in regular session at 7:00 p.m. in Sundance Council Chambers with Mayor Paul Brooks presiding. Roll call was taken by Mayor Paul Brooks with Council Members, Randy Stevenson, Callie Hilty, Brad Marchant, and Joe Wilson present.

Public Works Director, Mac Erickson, and Mayor Paul Brooks looked into the cost of fixing the water and came up with about $12,000. No motion was made to fix the water at this location.

Trihydro Work Change Order – 3rd Street Waterline Project
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve Change Order #2 for Trihydro for the 3rd Street Waterline Project. All Ayes, MOTION CARRIED.
Notice to Proceed – 3rd Street Waterline Project
COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to sign the Notice to Proceed between the City of Sundance and Halme Inc. All Ayes, MOTION CARRIED.
Community Facility Rehabilitation Grant Agreement – DRAFT for Old Stoney Phase II
Discussion was made on the DRAFT Agreement. No decision was made due to the Mayor needing to talk to Andrea Wood, Director of the Crook County Museum District to discuss details.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to go into executive session. All Ayes, MOTION CARRIED.
No decision was made coming out of Executive Session.
Ivan Policky – would like a variance to add a set of stairs on the east side of his building to have an exit on the second floor.
REPORTS
Crook County Sheriff Jeff Hodge reported 148 incidents for September.
Mac Erickson, Public Works Director, reported that Trihydro has a change order for admin and construction oversight for 3rd Street Waterline Project. Ryan Street Project will be moving forward next week with a Pre-Construction meeting to replace the 2 1/2” galvanized line with an 8” PVC.
Mayor Brooks reported that he received complaints on Canyon Road about traffic. Sheriff Hodge said that his guys have been checking speeds of the traffic.
Gari Gill, Fire Chief, reported that he is retiring. After the Ryan Street and 3rd Street Projects are done, they will have ISO come back to check rating. Spoke to the hospital and Life Flight to look at billing them for volunteer hours due to the time it takes to help out with Life Flight. Changing landing zone for the Life Flight to the baseball field. Airbags are 35 years old and will be applying for a VFA grant through State Forestry for the 50/50 grant to replace them. Will be holding a raffle on December 7th to raise money for the fire department.
Ryan Christianson, Trihydro, reported that the landfill monitoring is ongoing. Worked on the Notice to Proceed for the 3rd Street Waterline Project. Visited the South 21st Street construction site.
Jeremy Holt, Economic Development, reported that he has spoken to Kathy Lenz about the Safe Streets for All grant that they just received. Hope to have everything together to publish the bid next week after they meet next Monday.
Mark Hughes, City Attorney, reviewed the Grant Agreement for the CFR Grant. Wanted the council to know that according to the agreement that the City will be liable for the $187,000 match and the project will finish June 2026.
Theresa Curren, Clerk Treasurer, reported that she heard back from Game & Fish about the yearly deer harvest. Game & Fish reported that the Chronic Wasting Disease seems to be holding steady. Asked Mark Hughes, City Attorney, to approve her bond for it to be processed by the County Attorney and County Treasurer.
Callie Hilty, Council Member, reported that she surveyed the alley off of 5th Street and the flowerbeds located at 411 East Warren Street are located in the alley.
Randy Stevenson, Council Member, wanted to discuss utility delinquencies and how to make people pay their bills.
