The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve RESOLUTION 7, 2023 Revised Fees and Rate Schedule. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to appoint Carolyn Fowler to the Economic Development Board. All Ayes. MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion that the city enter into an agreement written up by City Attorney Mark Hughes with Mike Bayne to tap into city water on Government Valley Road. All Ayes. MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve deer contract with Shad Schloredt. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the Land Use and Planning meeting minutes of February 27, 2023. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the building permit for Bud and Jackie Engelhaupt including the variance. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the Crook County Family Violence and Sexual Assault Services Inc. Contract for Services. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the two Catering Permits. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the mayor to sign the Ambulance Lease Agreement after it is approved by the City Attorney Mark Hughes. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to award Parcel #1 Pasture Bid to high bidder Jay Cooper, Parcel #2 Pasture Bid to only bidder John Castello and Parcel #3 to Vicki Adams and Parcel #4 Pasture Bid to no bidder. All Ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to award the Street Paving bid to Croell Incorporated. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to go into Executive Session for the definition of possible litigation. All Ayes, MOTION CARRIED.

Council went into Executive Session 7:21pm.

Council back into Regular Session 7:29pm.

Jason and Darlene Coder discussed the demolition of the old Higbee’s building. They keep the front of the building plowed but need the poles on the side of the building to hold it up. Have it blocked off for public safety. City Fire Chief, Gari Gill will speak to Brian from Campbell County to help look at the building and the support poles. The curb stop needs to remain safe and it needs to be buried.

Mike Bayne discussed wanting to tap onto the city water on Government Valley Road. An agreement will be written up by City Attorney Mark Hughes for the pottable water and also DEQ regulations. Mr. Bayne will sign the release and will pay the tap and availability fee.

Nate Holst was in attendance for any questions that the Mayor and Council may have on the deer harvest.

Bud Engelhaupt spoke about the variance he is asking for his building permit.

Sandy Stevens, Executive Director of Crook County Family Violence and Sexual Assault Services Inc., spoke on what she does for the county.

Department Head Reports:

Sheriff Deputy Eric Stevens reported that Sundance had 70 calls. Justin Breon introduced himself as a new Sheriff Deputy.

Public Works Director Mac Erickson went down to Cheyenne for the SLIB meeting and was awarded an ARPA grant for the 3rd Street and Cleveland project.

Fire Chief Gari Gill reported that he lost out on the ARPA grant due to having problems with his email. He is working on a radio grant currently trying to fund seven new radios. VFA grant about complete. SBAs were tested and all passed.

Trihydro Karla Greaser reported that she has been working with Mac and also attended the SLIB board meeting for the ARPA grant.

Attorney Mark Hughes will be working on the agreement with Mike Bayne and Betty Reynolds deed for cemetery lots.

Economic Development Chairman Jeremy Holt reported that Sundance may be used as a test pilot for housing and new hospital. Sundance has five acre parcel that can possible be used for affordable housing and could be used as a continued income for the Economic Development Board.

Clerk-Treasurer Theresa Curren reported that the office has been working on Liquor License renewals and started the budgeting process for next fiscal year.
