The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members Joe Wilson, Bradley Marchant, Callie Hilty and Randy Stevenson present.

Approve Minutes of the City Council Regular Meeting of November 1, 2022, as published. Approve the November adjustment report. Approve the November Paid Invoice report. Approve the December Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

A report was presented to the City Council from Nick Kaminski on the deer harvest. Mr. Kaminski has harvested 41 deer. The 9 remaining deer have been spoken for and 6 deer have tested positive for CWD. Mr. Kaminski will finish the harvest this coming weekend.

Tony Barton spoke to the Mayor and City Council members about Winterfest 2023. Mr. Barton said the Sundance Chamber wants to hold this year’s event downtown on Main Street. The event is planned for the weekend of February 18th 2023. The Crook County Fairgrounds will be on standby as a backup location.

The city will work with the event on providing porta potties and additional garbage cans as they have in the past. Street closures for the event will begin as early as the Wednesday before to allow time for snow to be hauled in and the track to be built.

Discussion was held and Mr. Barton will keep the council updated as plans come together.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve ORDINANCE NO 4, 2022 on the 2nd reading. AN ORDINANCE AMENDING ORDINANCE NO 2, 2013, PERTAINING TO OTHER USES PERMITTED IN THE INDUSTRIAL DISTRICT. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to table the land use minutes of November 28, 2022 for one month. All Ayes, MOTION CARRIED.

Discussion was held. Mayor Brooks asked Public Works Director Mac Erickson to do some research.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to appoint Wade Henderson and Heyward Hammersley to the City Land Use Commission. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve the 2023 Holidays for the City of Sundance. All Ayes, MOTION CARRIED.

Department Head Reports:

Sheriff Department reported 106 calls for the month. Sheriff Jeff Hodge asked the council members if they would work with him on defining a list of City Ordinances for enforcement. City Attorney Mark Hughes has not heard back from Circuit Court.

Discussion was held. Council Member Joe Wilson will meet with Sheriff Hodge to start the review process. City Attorney Mark Hughes will also gather information and report back.

Public Works Director Mac Erickson reported Trihydo has turned in a final bill for the Sundance Kid Tank project.

Mr. Erickson said he is working with Jim Miller on reviewing which streets will need pavement repairs for next spring.

Mr. Erickson says the 3rd Street water line project is priority for the next round of ARPA funding.

Discussion was held regarding WYDOT TAP funding for the culvert on 3rd Street at Clarenbach Park. The city will apply for that program when available.

Mr. Erickson reported that EPA has passed a rule regarding lead and copper water line safety. By 2026 the city needs to have an inventory of water service lines affected. Any service line built 1989 or newer is exempt.

City Engineer Karla Greaser reported she is working with Public Works Director Mac Erickson on the North Booster Station. Trihydro has submitted the permit to construct for this project.

Curt Williamson from the Sundance Volunteer Fire Department stated the annual chili feed and fund raiser will be held on April 29th, 2023. He invited everyone to come. Mr. Williamson said Fire Chief Gari Gill is waiting to hear on grant applications that are pending.
