The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members Joe Wilson, Callie Hilty, Brad Marchant present. Randy Stevenson, present by phone.

Approve Minutes of the City Council Regular Meeting of December 7, 2021 as published. Approve the December adjustment report. Approve the December Paid Invoice report. Approve the January Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser updated the council on the Sundance Kid Tank project. Some of the electrical work has been done, getting the pumps going in the pumping station.

Mayor Brooks stated that an addendum to covenants in Sundance View Estates has been made and filed at the Crook County Courthouse.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the updated zoning change in SUNDANCE VIEW ESTATES, PHASE 1, LOTS 1,2,3,4 and 5 of BLOCK 1, from Commercial to Low Density Residential. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the Winter Festival to use council chambers for registrations and correspond with Public Works Director, Mac Erickson for street closures. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve RESOLUTION # 1, 2022-OFFICIAL DEPOSITORY. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve RESOLUTION #2, 2022-INVESTMENT POLICY. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve RESOLUTION #3, 2022-REVISED CITY FEES & RATE SCHEDULES. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the Pledgee Agreement Renewal. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the City’s mileage rate to match the IRS standard mileage rate of 58.5 cents per mile for 2022. All Ayes, MOTION CARRIED.

Discussion was held on the Land Use Committee Meeting minutes from December 27, 2021.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to accept the land use minutes as presented, with item A including wordage that states: water and sewer must be provided to the subdivided lot, by the owner in the event that subdivided lot is built upon or sold. All Ayes, MOTION CARRIED.

A public hearing was opened at 7:15 for a liquor license application from David Stewart DBA Uncle Louies and a zone change at 809 Industrial Ave.

No comments were heard. Public hearing closed at 7:20 p.m.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the zoning change request from high density residential back to industrial for one lot at 809 Industrial Avenue. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the liquor license for David Stewart DBA Uncle Louies. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to move into executive session to discuss a legal agreement. All Ayes, MOTION CARRIED.

Department Head Reports:

Crook County Sheriff reported 119 calls for the month.

Fire Chief Gari Gill reported Sundance Electric has donated material and labor for new lighting at the fire hall. He extends sincere thanks on behalf of the department.

City Engineer Karla Greaser thanked the City Council for the appointment for the year. She says Sundance is a great group to work with.
