Fred moved to approve the minutes from October 5, 6 & 8, 2021. Jeanne seconded, all ayes, motion carried.

Fred moved to approve the following resolution:

RESOLUTION NO. 2021-17

FISCAL YEAR 2022 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2022 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.

FROM: Unanticipated Revenues to the following:

• $12,800.00 to the County Attorney Computer Line

• $27,803.86 to the Pine Haven Fire 2021 Line

• $71,518.43 to Deployed Firemen Expenses

Jeanne moved to approve a License for Use of County Road or Property for Range Telephone on Government Valley Road No. 249. Fred seconded, all ayes, motion carried.

Jeanne moved to approve the following Disclosure Statements for Investment of Public Funds: Lonny Bossman, Carolyn Fowler, Terri Johnson, Elizabeth S. Kreuter, Randy Leinen, Jill A. Fred moved to accept the withdrawal of application for a County Malt Beverage permit from DTO, LLC da Twisted Pistol Saloon. Jeanne seconded, all ayes, motion carried.

Jeanne moved to amend the Change Order between Crook County and HDR Engineering, Inc. that was approved in March 2021, to reflect the 2021 Hourly Billing Rates. Fred seconded, all ayes, motion carried.

Jeanne moved to allow all bills as presented. Fred seconded, all ayes, motion carried. A complete, detailed listing of the monthly expenditures can be found on the county website. They can be found under the County Budget tab and are listed as “Monthly Accounts Payable/Payroll Payments”.

Linda Fritz, County Clerk: Working on redistricting and attending meetings with local legislators and county clerks, working with a special district on director elections, tracking special district reports that hadn’t been submitted to Dept. of Revenue, 279 titles made, 536 documents recorded, Melissa & Meghan spent weeks updating the federal NCIC makes in the titles’ module, doing cross training in payroll and accounts payable.

Jeff Hodge, County Sheriff: Presented the jail roster and calls for service report, still working on the Flex system, some employees have had COVID, lots of civil calls, people at training.

Tina Wood, Clerk of District Court: The office has been busy with day to day work requirements.  Julie took some vacation time.  The civil trial that was scheduled settled; I had made arrangements for Cheryl Chitwood, Campbell County Clerk of District Court, to come and help with the jury trial; she came to Sundance on October 7th to get the setting figured out since we were going to have jury selection in the School District Gym so I paid her mileage for coming over.  Due to personal reasons, I will be recusing myself from management of the upcoming criminal jury trial of the former county treasurer; Cheryl has agreed to be a “special deputy” and will be handling all of the jury processes for the trial that has yet to be set. 

Tammy Jundt, Interim County Treasurer: Total receipts were $5,248,042.96 and disbursements to the county, county boards, towns and schools were $662,578.83. In October there were 3,924 transactions. We have been busy at the counter and also receiving a lot of property tax payments in the mail. Did three property tax redemptions. Visited with Tina, she explained to me more details about the new salary/payroll plan. Linda and I are working on the budgeted revenue transfer. Brenda is working on digitizing the tax roll records. She is on the 1940’s. We appreciate the continued support from everyone.

Joe Baron, County Attorney: Joe: New Cases 24, Closed Cases 7, Current Case Load 159, In Court (October) Lynda: New Cases 28, Closed Cases 25, Current Case Load 96, In Court (October) 433. We continue to hold court in person and by Video Conference with TEAMS. Joe dealt with office matters, road easement, telephone issues, IT issues and agreements, personnel matters, 4 subdivision reviews, elected official issues, worked on large lot subdivision rules, 3 county road matters, one public road matter, contract reviews for various county offices, bond reviews, salary policy matters, Special district matters, COVID funds use, worked on state budget item 160, and other legal matters.

Theresa Curren, County Assessor: Assessor Association is trying to get funded for another flight for our orthogonal imagery for 2023. Theresa attended continuing education in Casper in October.  Dan will be attending IAAO class next week in Casper. All in the office will be certified for next year. We have more deeds filed now than we did at the end of 2020, but the market has slowed down the past couple of months. Review crew is picking up new construction

County Commissioners: Jeanne: Interviewed Road & Bridge applicants, took calls on the wind turbine discussion, worked on broadband issues. Fred: Took calls on county roads, virtually attended the WCCA board of directors meeting, drove county roads, took calls on the Treasurer position. Kelly: Dealt with broadband issues, took calls on wind turbine discussion, road issue calls, went to other board meetings.

The Board discussed the process to be used when appointing a new Treasurer.

Preston Beckstead, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects.

Morgan Ellsbury, Road & Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor continued their monthly reports.

Theresa Curren, County Assessor presented the following additions, cancellations, name changes and refunds: R0013925, R0005037, C00132010100, R0006549, R0001042, M0005099, M0002177. Fred moved to approve the changes listed. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve paying a retroactive premium pay for all current county employees, to include Fair and Library employees, that worked during April 2020—June 2021 with some of the American Recovery funds received. Fred seconded, all ayes, motion carried.

Present for discussion on the salary matrix were Theresa Curren, Tammy Jundt, Tina Wood, Jeff Hodge, Tim Lyons, Larry Schommer and Joe Baron.

Jeanne moved to send a letter to Debenham Energy stating that the Board is not in support of wind farms in the Black Hills National Forest. Fred seconded, all ayes, motion carried.

Sarah Anderson, Program Coordinator, CCNRD, and Morgan Ellsbury, Board Member, CCLUP&ZC gave updates on items of interest within their departments.

Present for the meeting to fill the vacancy of Crook County Treasurer were Tammy Jundt, Sheryl Klocker, Joe Baron, Morgan Ellsbury, Sarah Pridgeon and Roger Connett.

At 2:05 p.m., Fred moved to go into executive session per W.S. 16-4-405(a)(ii). Jeanne seconded, all ayes, motion carried.

Back into regular session at 2:52 p.m.

After having met in executive session, Fred moved to appoint Tamara Jundt to fill the unexpired term of the Crook County Treasurer. After there was no second on the floor, Kelly vacated the chair and seconded the motion. Fred voted aye, Jeanne voted aye and Kelly vacated the chair and voted aye, motion carried. Kelly then swore Tamara Jundt into office.

Present to discuss the hiring of Dru Palmer to represent the County on the Black Hills National Forest plan revision were Dru Palmer, Dru Consulting, (via Teams), Joe Baron & Senator Ogden Driskill (via Teams), Sarah Anderson, Tim Lyons and Sarah Pridgeon (via Teams).

Jeanne moved to approve letters written to Pinnacle Bank and Summit National Bank removing Mary Kuhl as a signatory on accounts and adding Tammy Jundt. Fred seconded. Discussion was held. Jeanne amended the motion to include issuing a letter to Sundance State Bank. Fred seconded the amendment, all ayes, motion carried.

Jeanne moved to approve the following resolution:

Resolution No. 2021-18

Awarding Coronavirus State and Local Fiscal Recovery Funds

Whereas Crook County has received Coronavirus State and Local Fiscal Recovery Funds that can be used to provide premium pay to eligible workers that have performed essential work during the COVID–19 public health emergency in accordance with 31 C.F.R. § 35.1 through 35.10; and

Whereas the employees of Crook County including the Fair and Library have continued to work and provide essential services which includes any work performed by an employee of a local government to the citizens they serve on a daily basis throughout the COVID–19 public health emergency; and

Whereas all employees shall be paid premium pay during Fiscal Year 2020 and Fiscal Year 2021 $200.00 per month from April 1, 2020 through June 30, 2021 for the months they worked during that time for their dedicated service; and

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners in and for Crook County, Wyoming that Crook County pay each employee of Crook County $200.00 per month from April 1, 2020 through June 30, 2021 for each month the employee worked during that time and said amount for any part-time employees shall be paid in proportion of their time worked to a full-time employee during those months.

BE IT FURTHER RESOLVED, that the County Clerk and Treasurer are hereby designated to act jointly as the authorized representatives of Crook County, Wyoming to act on behalf of the County in all matters concerning the distribution of Coronavirus State and Local Fiscal Recovery Funds or as they respectively agree.

Motion made, seconded and carried in an open meeting on November 4, 2021.
