The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members, Brad Marchant, Callie Hilty and Joe Wilson present. Randy Stevenson was absent. Clerk Treasurer Kathy Lenz present by phone.

Approve Minutes of the City Council Regular Meeting of July 6, 2021 as published. Approve the July adjustment report. Approve the July Paid Invoice report. Approve the August Unpaid Invoice Report. Catering permit - Dime Horseshoe Bar-Customer Appreciation. MOTION CARRIED (per consent agenda).

Mayor Brooks announced the Congressional Tour will be August 9 – 13, 2021. He gave a brief explanation of what the tour means and encourages anyone who is interested to please attend.

City Engineer Karla Greaser reported on the Sundance West Tank Project. The project is wrapping up with final review and signatures completed. Project documents are being closed out.

MS Greaser reported a pre-construction meeting was held last week on the Sundance Kid Water Tank Project. Present at the meeting was Trihydo, Hot Iron Inc, City of Sundance and a partnering facilitator, which is a requirement of Abandon Mine Land (AML) funding.

Public Works Director Mac Erickson reported the meeting went well and Hot Iron Inc. will start the project as soon as materials have been received. Clerk Treasurer Lenz reported to the council she has been contacted by Trihydro’s project manager regarding Hot Irons start date.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow the Mayor to sign a Notice to Proceed with Hot Iron Inc. on the Sundance Kid Tank Project. All Ayes, MOTION CARRIED.

Clerk Treasurer Kathy Lenz reported that she and Public Works Director Mac Erickson did a final walk through on the Sundance Square Park with the contractors. The contractors have a punch list of final items to complete. Ms Lenz announced that Sundance Square will host its first concert Friday August 6 sponsored by Powder River Energy Corporation. Old Stoney will be having a fund raiser running out of the concession stand as well.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve ORDINANCE 6, 2021; ORDINANCE 7, 2021 AND ORDINANCE 8, 2021 FRANCHISE AGREEMENTS with Sundance Cable T.V.; Visionary Communications Inc.; and Powder River Energy Corporation- THIRD AND FINAL READING. All Ayes, MOTION CARRIED.

Public comments were heard from Kelly Mathis regarding ORDINANCE 4, 2021. Council members were able to clarify questions regarding the ordinance and Mayor Brooks explained how the Ordinance process works.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to table ORDINANCE 4, 2021-AN ORDINANCE AMENDING ORDINANCE NO. 2, 2013, PERTAINING TO SHIPPING CONTAINERS, QUONSETS, PORTABEL CONTAINERS, OFF-PREMISES SIGNS, OUTDOOR ADVERTISING SIGNS AND PROVIDING FOR AN EFFECTIVE DATE-THIRD AND FINAL READING, until completed. All Ayes, MOTION CARRIED.

City Attorney Mark Hughes discussed with the Council the franchise agreement with Range Telephone Coop.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve ORDINANCE 5, 2021-FRANCHISE AGREEMENT with Range Telephone Coop SECOND READING accepting the edit recommendations. All Ayes, MOTION CARRIED.

Crook County Emergency Management Coordinator Ed Robinson presented information to the City Council on recent changes from the National Weather Service. His desire is to coordinate a uniform emergency alert system for the municipalities in the County. Mayor Brooks asked that he put together a plan and bring it back to the City Council for review.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve a Malt Beverage Permit for the Crook County Museum Foundation at Sundance Square Friday August 6, 2021; Catering Permits for the Dime Horseshoe Bar in Front of the Dime on 3rd St and in Front of Hughes Law Office on 3rd St. on Wednesday August 11, 2021; and a Catering Permit for the Dime Horseshoe Bar on August 13, 2021 at the Bearlodge Resort. All Ayes, MOTION CARRIED.

Discussion was held regarding the Land Use Commission meeting minutes. Brent and Carolyn Fowler were present and Sherri Davis also present.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the July 26, 2021 Land Use Committee Meeting minutes as presented. All Ayes, MOTION CARRIED.

Resident Mark E Hughes who resides on Park St asked if the City would consider posting traffic signs for children’s safety along Park St from HWY 585 to the Clarenbach Memorial Park. Discussion was held. Public Works Director Mac Erickson will see where signs can be placed.

Department Head Reports:

Crook County Sheriff reported 173 calls for the month.

Fire Chief Gari Gill reported in the last 6 months his department has signed on 8 new members which will make 22 certified members when training is complete. Mr. Gill extended his appreciation for the City’s recognition of one of the department members who recently administered life saving measures in the community.

Clerk Treasurer Kathy Lenz asked any Council members planning to attend the Congressional Tour dinner at Senator Driskills to notify her for reservations.

City Attorney Mark Hughes wanted to thank Wyoming Department of Transportation (WYDOT) representatives Scott Taylor for attending the meeting with the presentation.
