8:30 o’clock a.m. Present were Chairman Kelly B. Dennis, Vice-Chairwoman Jeanne A. Whalen, Member Fred M. Devish and County Clerk Linda Fritz.

The Pledge of Allegiance was recited to the Flag.

Present for the following items were Jeff Hodge, Joe Baron, Mary Kuhl, Tammy Jundt, Jill Mackey, Theresa Curren, Tina Wood and Sarah Pridgeon.

Jeanne moved to approve the minutes from February 4 & 5, 2020. Fred seconded, all ayes, motion carried.

Fred moved to approve a Cooperative Law Enforcement Agreement Between the Crook County Sheriff’s Office and the USDA, Forest Service Black Hills National Forest. Jeanne seconded, all ayes, motion carried.

Fred moved to approve signing a letter requesting that we retain our funding for the Federal Natural Resource Policy Account. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve the following resolution:

RESOLUTION NO. 2020-6

FISCAL YEAR 2020 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2020 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.

FROM: Unanticipated Revenues $50,000.00

TO: Commissioner Budget-Natural Resource Management Plan $50,000.00

Jeanne moved to transfer funds as follows: Pursuant to Wyoming Statute 16-4-112, notice is given that a Resolution has been proposed to transfer $22,180.00 from Unanticipated Revenues to the Sheriff budget-Search and Rescue Donation line due to contributions received. Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on April 7, 2020 at 8:30 o’clock a.m. to consider such proposed resolution. Fred seconded, all ayes, motion carried.

Fred moved to transfer funds as follows: Pursuant to Wyoming Statute 16-4-112, notice is given that a Resolution has been proposed to transfer $4,234.71 from Unanticipated Revenues to the State Grant budget-Community Juvenile Services Grant for the remaining unspent balance from FY18/19. Notice is further given that a hearing of the Board of Crook County Commissioners of Crook County, Wyoming will be held on April 7, 2020 at 8:30 o’clock a.m. to consider such proposed resolution. Jeanne seconded, all ayes, motion carried.

Jeanne moved to approve the following resolution:

RESOLUTION NO. 2020-5

CONCERNING SPECIAL PROSECUTION

WHEREAS the Crook County and Prosecuting Attorney has agreed with the Sheridan County Attorney’s Office to investigate and otherwise proceed to make, in their sole discretion, a proper disposition of all potential matters in which the Crook County Attorney’s Office has declared a conflict of interest; and

WHEREAS the Sheridan Attorney’s Offices will at their discretion provide their services free of charge to Crook County in exchange for the Crook County and Prosecuting Attorney’s Office acting in their county free of charge when conflicts of interest arise in their respective counties, however, the Crook County Attorney’s Office shall reimburse them for all travel costs and expenses; and

WHEREAS Wyoming Statute §18-3-302(c) authorizes said action that benefits Crook County; and

THEREFORE, be it resolved by the Board of County Commissioners in and for Crook County, Wyoming that Dianna Bennett, the Sheridan County and Prosecuting Attorney and her respective deputies be and the same are hereby authorized to act as special prosecutors in Crook County, Wyoming when appointed by the Crook County and Prosecuting Attorney to act as such in any particular case.

Motion made seconded and carried by the Board in an open meeting on the undersigned date.

Jeff Hodge, County Sheriff, Mary Kuhl, County Treasurer, Theresa Curren, County Assessor, Tina Wood, Clerk of District Court and Joe Baron, County Attorney were present to go over items of interest within their departments. Also present was Jill Mackey.

Linda Fritz, County Clerk: Recorded 296 documents, made 284 titles, attended the County Clerk’s meetings in Cheyenne, worked with CCMSD to get their bond in so they can get their mill levy money, planning the Clerk’s spring meeting which will be held in our county, conference calls with the Secretary of State’s Office, working on the 2020 election prep, working on budget prep for FY20-21, office has been busy, worked with Ed to get his EMPG reimbursements submitted, sending two employees to Wyo-Reg training, worked with the insurance company on the fire at the Hulett shop, sent letter out to 23-23 New Haven voters of my intent to change where they go to vote, discussed the health insurance renewal presented yesterday.

Jeff Hodge, County Sheriff: Presented the jail roster, working on grants, watching legislative bills on the gaming commission.

Tina Wood, Clerk of District Court: Went to the Clerk of District Court meeting in Cheyenne, working on qualifying a new jury pool, have a jury trial at the end of March, office has been busy.

Mary Kuhl, County Treasurer: Total receipts were $1,828,201.57 and Disbursements including county, boards, towns and schools were $1,594,356.90. Number of Transactions in February were 5,770. Current Duties: The counter has been busy with customers paying property taxes and renewals of vehicle registrations. We are still processing some mobile machinery registrations for companies that are preparing to start some spring contracts. We will have commercial registration renewals coming up in March. We have worked with the programmer to increase the size of the font on the reminder cards. I have been working with a Campbell County Commissioner and the Treasurer to assist with the implementation of the Tyler program. I did travel to Cheyenne to attend the Wyoming County Treasurer’s Association Legislative Committee Meeting. We are working in two tax sale files, one of them will take some extra time, preparation and coordination between parties. We have a report to collect an OSHA fine and we will contact the state and follow up on that invoice and collection. We have been working on contacting and clearing up any outstanding checks that have not been deposited by taxpayers, so that we can work on a yearly basis on those. We have been having regular occurrences where grant applications are turned in but we are not receiving a copy of that so when we receive the funds via ACH we do not know what grant or revenue those funds need to be posted to. If you are applying for a grant please get a copy of the request form to us, we will hold it in a revenue file for the reimbursement. I reviewed the process of mill levy distributions with one of the fair board members.

Joe Baron, County Attorney: Have 94 criminal cases pending, 22 pending juvenile cases, 4 jury trials coming up, working on FERTA easements, land sale at Moskee went through, have been working with the Senior Services District on some legal questions.

Theresa Curren, County Assessor: Currently setting values, office is busy, Dan is my new employee and he is catching on very quickly, hoping to mail out assessments even earlier this year.

County Commissioners: Jeanne: Attended and cooked for the annual fire meeting, met with Joe Bradley on broadband issues and will provide an update, approved payroll vouchers. Fred: Went to the County Commissioners meetings in Cheyenne, going to do a walkthrough of the Moorcroft Town Center as a possibility for moving the Moorcroft Library to. Kelly: Attended the annual fire meeting, taking calls on county roads, discussed oil prices regarding the budget.

Fred moved to change the May Commissioner meeting to Monday and Tuesday, May 4 & 5. Jeanne seconded, all ayes, motion carried. Also present were Sarah Pridgeon and Tim Lyons.

Jeanne gave an update on her meeting with Joe Bradley, USDA, on the broadband issues and future grant opportunities that were presented. Also present were Tim Lyons and Sarah Pridgeon.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Foreman, gave their monthly reports.

Jill Mackey, County Library Director, gave a monthly report. Becky Tinsley, Public Health Nurse Manager, gave a monthly report. Melanie Wilmer, Response Coordinator, Public Health and Dr. Larsen, County Health Officer, discussed the preplanning they are taking regarding the Coronavirus. Sara Fleenor, UW Area Educator and Kelly Crane, Director of Extension, gave a monthly report and discussed the position remaining unfilled at the Extension Office. The Board has written letters of support to have the open positioned re-staffed. Also present were Joe Baron, Jeff Hodge, Todd Leimser and Ed Robinson.

Present for the hearing on the proposed name change for Lost Cañon County Road No. 56 were Tim Lyons, Growth and Development Administrator and Joe Baron, County Attorney. As no objections were received, Jeanne moved to approve a Notice of County Road Name Clarification and County Road Number Change, changing it to Lost Canyon County Road No. 807 in order to comply with the agreement with the USFS on the FERTA easements. Fred seconded, all ayes, motion carried.

Tim Lyons, Growth and Development Administrator gave a monthly report. Also present was Joe Baron.

Jeanne moved to approve a Release of Financial Guarantee on the Heritage Acres Subdivision as the developer is now in compliance with the required road construction and it was approved by the Road and Bridge Superintendent. Fred seconded, all ayes, motion carried. Also present were Joe Baron, Doug Leis and Ed Robinson.

Doug Leis, County Fire Warden, gave a monthly report. Ed Robinson, Homeland Security County Coordinator, gave a monthly report. Also present were Joe Baron, Theresa Curren and Mary Kuhl.

Theresa Curren, County Assessor presented the following tax addition: 2020-0109. Fred moved to approve the addition submitted. Jeanne seconded, all ayes, motion carried. Also present were Mary Kuhl and Joe Baron.

Present for the monthly IT update were Tom Overstreet, Pro River Technology (per conference call), Mary Kuhl, Tina Wood and Joe Baron.

8:30 o’clock a.m. Present were Vice-Chairwoman Jeanne A. Whalen, Member Fred M. Devish and County Clerk Linda Fritz. Chairman Dennis was absent due to a family surgery.

The Pledge of Allegiance was recited to the Flag.

Preston Beckstead, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects. Also present was Morgan Ellsbury.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Foreman, continued their monthly reports. Also present were Joe Baron and Sara Fleenor.

Present to discuss the health insurance renewal plan were Mary Kuhl, Tina Wood, Jeff Hodge, Melissa Jones, Jill Mackey, Morgan Ellsbury, Larry Schommer and Joe Baron.

Greg Hancock, Director, Wyoming Housing Authority (per conference call), discussed his request for the County to sign a resolution authorizing the Cheyenne Housing Authority to provide loan opportunities for low income housing. The Board took his request into consideration and will decide later. Also present were Mary Kuhl, Ted Parsons and Sarah Pridgeon.

Present to discuss the proposed Specific Purpose Option Tax to be presented to the voters in the 2020 election were Sarah Pridgeon, Ted Parsons, Mayor and Melissa Bears, Clerk, Town of Hulett, Kathy Lenz, Clerk and Joe Wilson, Council Member, City of Sundance, Karla Brandenburg and Kristy Speed, Council Members, Town of Pine Haven, Dick Claar, Mayor, Town of Moorcroft, Mary Kuhl and Joe Baron. Joe will be sending the municipalities resolutions to sign and get back to the County, preferably by the May Commissioner meeting.

On May 5, 2020 at 2:30 o’clock p.m. in the Commissioner’s Room at the Courthouse in Sundance, Wyoming, the Board of Crook County Commissioners will be accepting requests for Twenty-Four Hour Special Malt Beverage Permits and Twenty-Four Hour Special Catering Permits for biker rally week. Applications may be obtained from the Crook County Clerk’s Office. The application and fees must be returned to the Crook County Clerk by or before April 29, 2020 at 5:00 o’clock p.m.

Commissioner Scholarships: The Board of County Commissioners awards three scholarships of $1,000.00 each to 3 recipients each year. There is also one Renewal scholarship, in the amount of $1,000.00, available to a current college student who has received a prior Commissioner scholarship.
